I hav dual sim options..sim1 slot is havng vodafone and slot2 is having aircel..if I rechrge I 3g internet pack on slot2 , can I use that internet data to vodafone also ? By means of hotspot or any other.

If the data is active on Sim 1 on a Mobile, they WHY do you want to make it Hotspot and use the same on Sim 2 on the SAME Mobile?
Now coming to your first question, if Data Packet is Active on Sim2, there is no way to use the same data on Sim 1… answer is simple, Network Provider is different.
