If you have pre-ordered Shao Kahn in Physical addition, then you have to enter the code you received into the respective stores including Steam, PlayStation Store, Xbox Store, or Nintendo eShop, of the platform you’re playing Mortal Kombat 11 on.
Then you can redeem Shao Kahn as your pre-order bonus. After downloading and installation process, simply reload the game and you will find Shao Kahn ready to be used in battles.
